State taxes on gasoline and diesel are composed of a 4 cpg excise tax and a sales tax adjusted annually based on CPI. Local taxes are composed of the 1-cent "Ninth-cent" tax (optional), the Local Option Fuel Tax (up to 6 cents - imposed by all counties), and the Additional Local Option Tax (up to 5 cents). In addition, the State Comprehensive Enhanced Transportation System tax is imposed locally (but accounted for under "Other State Gasoline/Diesel Taxes") and is adjusted annually based on CPI. For 2019, SCETS = 7.8 cpg. Local option totals for gasoline range from 13.8 cpg to 19.8 cpg. For diesel, local taxes are fixed and include the Ninth-cent tax, the Local Option Fuel Tax (6 cpg), and the SCETS. (The diesel Ninth-cent tax and Local Option Fuel Tax of 7 cpg total are not included in Total tax on diesel to be consistent with not including those components in the Total gasoline tax.)
